General Director of IPEM Yuri Sahakyan.
    - Do you consider the forum to be an effective tool for interaction between the participants and how do you find such an updated format of it in general?

    - The forum is really very interesting. This is a very special area. Where else in one day you can see all the people in the industry, whether they are rulers or representatives of Russian Railways, transport companies or expert communities. And many of them live in different cities, and here they all gather together, and there is an opportunity to discuss many issues, and even just to hear the opinion of people about how they see the development of transport in Russia.

    - After the discussion, did a clearer understanding emerge of what requirements the consumer places on the composition?

    - The task of the session was not for the consumer to formulate technical requirements. This they do in collaboration with manufacturers. They call clear technical requirements, and the manufacturer accordingly adjusts them in accordance with their capabilities. It was about where the industry is moving at all, what the trend is. Therefore, such reports appeared on the topics of “smart locomotive” and “smart carriage”. Therefore, a lot has been said about technologies, including technologies for the production of locomotives and technologies for transportation. Because, ultimately, The shipper needs his cargo safely and safely delivered from one point to another for a certain period, which is guaranteed by the rail transport. And, accordingly, how to make the transport to meet those requirements? It turns out, the combination of technology and the technical solutions in the product.

    - To sum up, what were the most important points in the session?

    - It was noted that technology is indeed very important; that the harmonious development of infrastructure and rolling stock is necessary. It can not be so that the rolling stock has rushed far ahead, to go then it is still on rails. Exactly the same thing, if you have any bottlenecks in the railway network, then even if you put a modern locomotive there, it will still go with restrictions. Therefore, all this should develop together, and infrastructure and rolling stock.

President of the Center for the Economy of Infrastructure Vladimir Kosoy

    - What are your impressions of the forum?

    - Well, you know, I would say that the format has remained quite familiar and for many it is comfortable. Because people are used to working in a certain format, they liked the format, and like it now.

    - Did you get answers to the questions with which you came to the forum?

    - We have just had a very interesting discussion on passenger services. Representatives of the Kazakh and Uzbek railways were present. For example, I, to my shame, knew practically nothing about the activities of the Uzbek railways. Therefore, I listened with great interest to the presentations of my colleagues. At our round table there was an excellent presentation by our colleague from a Russian-Finnish joint venture dedicated to the design of rolling stock "Allegra". It seems just a demonstration of what has changed, but it was very colorfully and emotionally presented and really, from my point of view, changes the service, so this is interesting.

    - Do you consider the forum to be an effective platform for the interaction of all market participants and determine the future development strategy?

-Forum owes it to become. Because for the countries entering the 1520 space it is extremely necessary to have common projects, because otherwise there will always be a question why 1520, and not 1435.

International Transport and Logistics Forum «PRO//Motion.1520» completed his work.

During the two days of the business program of the forum, 12 sessions and round tables were held, in which delegates from 340 companies representing 16 countries took part. Below is a brief digest of the most interesting topics and statements of the speakers.

    02.10.2015 - Strategy day

Social, high-speed, innovative - these three words were heard more often than others at the opening ceremony of the PRO / Movement 1520 forum. In absolute terms, the word “social” was mentioned by speakers 9 times, “high-speed” and “innovative” - by 8 each.

Oleg Belozerov, Director General - Chairman of the Board of Russian Railways, in his speech expressed confidence in the efficiency of the forum. He outlined the key topics for discussion, which will affect both technology and technology, as well as the issue of personnel formation and human resources.

Minister of Transport of the Russian Federation Yevgeny Dietrich approved the dominant, most important role of railways in the transport system of Russia. Yevgeny Dietrich read out the welcome speech of Russian Prime Minister Dmitry Medvedev. In his speech, the prime minister also stressed first of all the social importance of rail transport.

Plenary session “PRO is the future of the global transport system: global trends” It was devoted both to the review of forecasts, and specific plans for carriers.

Key speaker – Parag Hannah, among the 75 most influential people of the 21st century, according to the magazine Esquire, has a doctorate from the London School of Economics.

Hannah believes that Europe is the zone of maximum volumes of trade. But the vector of trade has shifted, Europe is less using transatlantic trade, $ 1.6 trillion is the turnover of trade between Europe and Asia. At the same time, China has not yet acquired the status of a major Asian economy, but this role can be assumed by South Korea, which is developing financial and economic ties with India, the same China, and other countries of the region.

An important point: cargoes start to go not only from the east to the west, now the loads go to the east. The result - in 10 years the trade turnover between Europe and Asia will reach 2.5 trillion dollars against the current 1.5 trillion.

“The potential of the wheel-rail system will be very far from being exhausted by 2050,” said Oleg Belozerov, “taking into account the development of alternative delivery systems, for example, the now-known Hyperloop.”

The head of Russian Railways commented on the key indicators of the company's development program, which, in particular, envisages the achievement of a figure of 180 million tons of pass on the BAM and Transsib highways by 2024.

It is planned to increase the capacity for container traffic, reducing the route from east to west to 7 days.

Finally, the SCM global contour will be formed inside the country, until 2024 the Moscow-Gorokhovets branch should be put into operation, but the end point can be taken even further.

At the strategic session “PRO Infrastructure Investment Strategies” The topics of competition for the capital of railways with other transport sectors, the effectiveness of investments and instruments were proposed for discussion.

“The railroad should think little about investments, because we work for the good of the state,” says Edvin Berzins, Chairman of the Board, President of the Latvian Railways SJSC.

He explained that there are joints, gaps, some losses, but ultimately the railway gives impetus to development, so investing in the railway is a public matter. The creation of railways is the creation of colossal infrastructure, new industries, jobs, and it should be considered from this point of view.

"We need to understand that 1 ruble invested in the infrastructure is a return of about 3 - 3.5 rubles," - said Dmitry Snesar, senior vice president of VTB Bank PJSC.

The financier spoke very carefully about bonds: in his opinion, this scheme is not always applicable and carries certain dangers and risks.

"If it is global, then once the ideal financing model was in Tsarist Russia," shared Alexander Misharin, First Deputy Director General, Russian Railways, – the state guaranteed returns on bonds issued by the railway; we can only dream of such a mechanism. ”

Alexander Misharin noted that in recent years there have been major changes, new mechanisms, concession agreements, forms of public-private partnership have been mastered and developed.

“We must use all forms of financing for megaprojects, such as the High-Speed Nuclear Council, and hybrid financing, and Take or Pay, and other schemes should be,” said Alexander Misharin.

Round table “PRO new speeds” answered the questions about the immediate prospects and strategic directions for the development of high-speed rail in Russia and the world.

“I must state that the Russian Sapsan is superior to the German and French railways in terms of punctuality, it is at the level of the Japanese Shinkonsan,” said Dietrich Möller, Vice President, Siemens, – in 2003, when the project began, it was difficult to even imagine such a thing. ”

Now the company is working on a new generation of speed train and is ready to offer it to Russia.

“When creating a new train, the task was to reduce costs and maintenance costs by an average of 20 percent, while increasing capacity and reducing weight by around 10, engineers solved the problems,” said Dietrich Meller.

Regarding the timing of the appearance, Meller considers the term from 3 to 5 years realistic.

The lack of transport reaching a speed of 300 kilometers per hour is a competitive disadvantage of the entire transport system of Russia, ”said Alexander Misharin, first deputy general director of Russian Railways.

Also, Alexander Misharin points out that when assessing the financial efficiency of railway infrastructure projects, especially the Supreme Council of Railway Administration, it is necessary to apply global methods. It is necessary, for example, as in the UK, to take into account budget revenues from operating effects.

“The operational profitability of VSM is from 70 to 80 percent. When they say that they will need subsidies, as in suburban transportation, no, this is not so, this is other transportation, ”said Alexander Misharin.

The strategic session “PRO technology of the future: what we carry cargo” - minimum futurology, maximum real and immediate needs of the industry. On the agenda were the requirements set by the consumer for railway technology, the transition to digital technologies, the development of management systems aimed at improving the safety and reliability of the transportation process.

Strategic session “PRO technology of the future: how do we carry goods” – minimum futurology, maximum real and immediate needs of the industry. On the agenda were the requirements set by the consumer for railway technology, the transition to digital technologies, the development of management systems aimed at improving the safety and reliability of the transportation process.

According to estimates, made on the basis of current trends and the program for the development of railways until 2025, the industry will provide production loads of up to 600 locomotives and 5,000 carriages per year.

«Digital motion control systems, Digital Depot 4.0, Digital Plant are not projects, not plans, but projects with specific implementation dates and financing, ”said Kirill Lipa, General Director, Transmashholding.

According to him, digital train control systems developed by the company have already begun to introduce some large private clients on a private network.

“I ask you to understand correctly, we are in no way going into traffic control, but without such a system it is impossible to efficiently and quickly serve rolling stock, locomotives,” says Kirill Lipa.

We are talking about the introduction of predictive technologies. Digital systems are capable of online analysis of the work of the 11 series locomotives. Also, in real-time, the system provides information on the pre-failure state of components and assemblies, and in parallel, also in automatic mode, a shift-daily task at the depot is formed. Accordingly, such a solution allows to reduce the downtime for repairs, to avoid unplanned outages for failures, therefore, to radically improve the efficiency of the entire system.

“I want to note (I don’t like this term very much, but still) 60 percent of exported coal is already being transported by so-called innovative cars,” shared Alexey Sokolov, First Deputy Director General for Strategy and Product, NPK "OVK".

In his opinion, the discussion about the need to move to such and more advanced cars is meaningless if we talk about large planning horizons. Tests show that the “innovative” car is capable of going at a speed of 105 kilometers per hour, and regardless of the load, both empty and full. Analogs "without innovation", which are in operation, can withstand up to 90 kilometers per hour empty and only 60 with maximum loading. It is clear that these indicators do not fit into the industry development strategy.

    03.10.2015 - Discussion day

Simplified border crossing, the growth of daytime express trains and Moscow-Adler for 16 hours are the main topics of the strategic session “PRO Passenger traffic today: problems, trends, goals”.

“The reality is that they compete with us powerfully. It competes motor vehicles, does it powerfully both in terms of legislation and provision of services, ”said Dmitry Pegov, director of passenger transportation, Russian Railways, – services are not always of high quality, but we need to respond to the situation. "

Dmitry Pegov sees the path to the development of the passenger segment. Statistics of recent years shows that the measures taken by Russian Railways, incorporated in the development program, lead to positive developments.

“Since the beginning of 2017, in 2017, we, together with FPK and suburban companies, have undertaken a number of efforts aimed at restoring passenger traffic,” Dmitry Pegov said, “in general, it grew by 4.8 percent, in speed traffic it grew by 25 percent . Passengers come back from other modes of transport. ”

An important, key point: positive trends in international traffic are not yet outlined. At present, there are 17 international routes in the sphere of activity of Russian Railways, and according to the last year results, passenger traffic decreased by 1.7 percent, supporting the trend of recent years. Growth is observed in certain areas of Central Asia, but it is not enough to influence the entire volume.

Dmitry Pegov encouraged the participants to actively engage in the work on the implementation of the recommendations of UN Resolution No. 264. It sets the direction, further - the question of actions on the part of carriers and countries.

“It is necessary to support the adoption of a convention on the simplified crossing of borders by passengers, baggage, which we brought to the UN,” Peg said, “thus an additional advantage will be obtained, it will be easier and more convenient to use night trains.”

“FPK approved the concept of development until 2030. An important, pivotal moment is the balance between commercial and social tasks, ”said Peter Ivanov, general director of JSC FPC, .

Trunk directions can be described in three words: network, park, products. Another point of the program is the use of new trains that allow the formation of five-component trains. The ultimate goal: Moscow - Adler for 16 hours, night train - by 2025.

“Development, quality improvement is important for us. The average age of the rolling stock is now 18 years old, by 2025 it is necessary to reach 12.5 years, the order is 600 cars per year, retirement compensation and growth, ”said Peter Ivanov, general director of FPK JSC.

Controllers are baptized while recognizing faces, the ISC - an example of the global influence of the railway on the urban and social environment - is “PRO Passengers. Meet the customer: service, time, comfort. ”

“The vector of development is integration. All types of transport must be interconnected, ”said Alexey Belyankin, head of the Center for Corporate Governance of the Suburban Complex of Russian Railways.

“Two million passengers every day are our standard indicator, this is a daily labor migration,” said Maxim Dyakonov, General Director, Central PPK JSC, , – for the year we carry about 600 million passengers and we understand the request: comfort and speed ".

Maxim Dyakonov indicated digitalization as a major area of work. New technologies directly affect the speed of passenger traffic, the overall comfort of using transport.

“The task is not to approach the traditional sales channels at all, to give up tickets, to switch to a mobile application that is already being implemented,” said Maxim Dyakonov.

The CPPK is already testing fundamentally new validation systems, research and development is underway, including for face scanning, the experience is generally positive.

“True, in the test next to the validator stands the controller. So, when the first person who was recognized by the system passed by him, he literally crossed himself, ”shared Maxim Dyakonov.

“The effect of the MCC is very well visible in numbers. The ring metro line was unloaded by 15 percent, the central railway stations were unloaded by 20-40 percent, "saidJulia Temnikova, Deputy Head of Client Services Development and Passenger Services, Moscow Metro State Unitary Enterprise.

Indicators of influence on the urban environment, the level of urbanization are not included in the sphere of direct interests of the MCC and the Moscow Metro. However, the statistics are impressive.

During construction and with the start of work, the ISC ensured the creation of more than 40,000 jobs. MCC gave impetus to the construction of more than 300 thousand square meters of apart-hotels, about 250 thousand square meters of retail space, 200 thousand square meters of offices. We can safely say that these figures reflect the highest level of influence of the railway on the life of the urban agglomeration. And this is in the conditions of the already existing “alternative” transport infrastructure, when working in an already existing megalopolis.

The neural network analyzes the work of locomotives, smart contacts at OKZhD, a multiple reduction in the time of wheelset replacement is just a short list of topics covered at the round table "PRO Technologies: digital transformation of transport services".

“Digital transformation is more efficient and productive to do what we have to do in the production process,” said Kirill Semion, Head of the Information Department of Russian Railways OJSC – We focus on the effect, and there are situations when digital technology is needed for the effect. In some cases, digital technology can increase the effects, and some - to receive, without them it is impossible to do. ”

Cyril Semion made a reservation that he personally does not like the term “blockchain” too much, as it is associated with finances. With regard to the realities of railways, it is more correct, in his opinion, to operate with “distributed registry technology”, since this more accurately reflects the essence.

“The use of technology of distributed registries is already being tested and applied at the OKZhD For example, by introducing this technology, we managed to achieve an effect in which the replacement period for wheelsets was reduced by 10 times, - said Cyril Semion, - also on the October road, we are testing smart contracts. We are working on the technological part. "

A bright innovation is the construction of a neural network to analyze the operation of locomotive devices.

“They took the knot, collected all the statistics, if you look with a naked eye - a certain field of points,” Cyril Semion said, “with the help of the neural network, we were able to identify trends, we can predict its behavior with an accuracy of 95 percent over an interval of 10 days. We can use it most efficiently, knowing that the pre-booking condition will come or not to put on a flight, or to put on a flight, but where it can be served. ”
